Contracts from here, I have the honour to inclose & reply which inclose1. I anxiously wish to be sent to those Gentlemen2— I thought it prudent to place in that way my reasons for differing with them in a clear light and in language, so that whatever might be the relative merits of the policy supported by myself as well as by them, the arguments on both sides should be fairly before the Public.
I regard their Memorial as important though not from any suggestions it contains3— for it appears to be entirely beyond the powers of this Legislature, whilst even if it were within those powers, it would seem most impolitic to grant it. Its importance arises rather from the opportunity it affords for discussing and settling the terms on which Emigration under Contracts should be regulated, and the expediency of giving the Executive here certain increased powers for determining what Contracts should be allowed and to what Countries Emigration should be permitted.
